Please attempt to respond to the following questions in your responses:
How had the patch generally affected your performance?
Whether there are specific points in the game when your performance changes.
What are your video settings, did you change them since last patch?
Average FPS ingame and in the menus for previous patch and latest patch (Press F9 to see your FPS)
System specs (You can include them in a [spoiler] [ /spoiler])
Your advertised internet connection speed / Geographic location
* Possible workaround for FPS issues:
You have two options to get your FPS to normal, you can either
A ) Use one of the presets (Low, Medium, High, Very High)
or
B ) Make sure that you alter every setting in the custom settings. If you've just altered one, it may be what is causing your issue.

I don't think it's caused by weapons or the like, as it occurs at random times. Today, I had 2, both after significant casualties on both sides, and in a period of very little weapons fire.
I don't notice any problems or stuttering from within the cockpit, but everyone else around me stops moving, and are hilariously moonwalking. The conquest ticker stops, but the timer continues to count down.
Both times, i've alt-tabbed to see if it was my internet connection, which it was not. I was also able to browse the forums fine.
Both pauses today lasted about 1-2 minutes. Towards the end of it, I'm usually teleported to a different location, and any damage I had taken while the server was on walkabout is thrown on in one go.
There's then about 30 seconds of catchup, where mechs will walk a few paces, fire, turn or whatnot, then teleport a few steps ahead.
Eventually the game catches up, and everything returns to normal. Any chat I've entered while in another dimention does not display, but after things have caught up, anything I type does.
2 of my pals have both noticed near identical issues, though not always at the same time in a match.
Edit: In my subsequent match, three pilots reported near identical issues.

Generally the appearance seems sharper, though that might be subjective in light of knowing 3D is enabled for those who have a 3D monitor setup. That is 'generally: No problems.
Unfortunately too many matches are aborted because of severe 'rubberbanding'. I don't buy into the excuse that all the machineguns are the cause, as prodigious an achievement as it is to track all those bullets, because it doesn't happen every time there are a large number of machineguns firing in a match. Your server seems comfortably able to handle tracking that prodigious number of projectiles.
No, I personally infer that your server is being spammed by scripts attempting to spoof mech locations to 'phase out' of their real position when fired upon or 'teleport' to an unexpected advantageous location. Some scripts are better than others, and this explains how it is that a pilot can shoot LBX-20s straight through the art of another mech and cause no damage, how Atlases can suddenly appear on a ridge all the way across the map within a minute of match start. And poorly written scripts attempting to use brute force to inform the server of a chosen location can hammer the server into a catatonic state.
You don't want to admit it maybe, or believe it, but Zenimax didn't either and were proven wrong. I don't know if they managed to finally contain the problem.
Whether there are specific points in the game when your performance changes.
No specific points on particular maps: The problems seem unrelated to which map, which location, and is reported in chat wthin the match by many players once their messages show up so it has nothing to do with client settings or capabilities.
What are your video settings, did you change them since last patch?
My settings are ultra, and normally everything is fine, runs like a Swiss watch... until it doesn't. When the rubber-banding starts it seems everyone complains about it in chat, and when I'm on TS everyone in the channel sees it happening simultaneously regardless of our systems and various settings.

mid-sixties
System specs
Really irrelevant IMO when everyone experiences the de-synching. I think you are dealing with Neo, for whom 'should' is a spoon.
Your advertised internet connection speed / Geographic location
Philadelphia, fast cable 2M+
Work around: quit a technically flawed match and hope for a better one next time. The problem does not persist between matches.

Did you PGI even look at this problem after last patch?
Before this Patch sure death Lags of 20 seconds, now after 2 minutes nothing!
I see no need to play a game in this broken state.
As i wrote in last patch feedback thread, fix it please immediately.
(But I have my doubt you want to and have the ablility)

I was hopeful, but yes it has not been fixed and seemed even worse. Just quit a match to check forums and see if anyone else besides the 23 other players in that match had the same issues.
So. Utterly frustrating and unplayable. PGI, you need to fix this.

It would be nice to get an ETA ... maybe you have even ordered more bandwidth, servers in the cloud etc. Amazon do a decent service, you might be better of there in case you run some Linux boxes under a dev's desk. Anyway I will not buy any clan machinery, until the performance has improved visibly.
Cheers

As a layperson, I can't say for sure that this patch specifically is the cause, but I can tell you that I've never had this much of a problem maintaining a stable connection to MWO. I will attempt a few matches on another ISP to rule out a local problem, but prolonged ping/packet tests to other servers have revealed no connectivity problems so far.
