It is better, aside from the JJ thing. Are Crit Slots an issue on it? Summoner does have 4 hardwired DHS in the engine.
I haven't run into any issues with crit slots on the Storm Crow yet.
I've run everything from pure laser boat with 2x ER LLAS + 4 (or 5 if you like) cERMLAS with 20+ DHS, to LRM 30-45 +backup weapons, to 4cERMLAS + UAC 20/LB20/Gauss, and even 3x ASRM6 with 4x cERMLAS with 4 or 6 extra DHS (can't recall) and 400 ammo.
It easily one of the most versatile mechs in the game, and definitely top 3 clan side for overall build options.

Extra ML in an arm that could be a HS, ammo, AMS, etc...

Wait...a UAC in each arm? Well, if you lose the LRM10 you can get one in each ST.

Though, you'd want to drop something to max the armour out anyway. Hardpoints don't allow for that exact build.

Also, some people, like myself did actually pay significant money to get early access to Clan Mechs and that early access was, most definitely, part of the value of the buying those mech. I bought a Stormcrow and Timber Wolf specifically because I didn't want to wait 3-4 months for them and I think I might just be a little twerked off if a ton of people got access to them right now for C-bills after spending over $100 for that early access. (note: I will admit that the extra bays, the 30% c-bill bonus on primes and being able to bypass the C-bill grind also had some value as well).
Well, there's no ambiguity on PGI's stance here.

why? i enjoyed the few months i had to play them sooner, but what im enjoying the most is the prime variants 30% cbill bonus.
ill be glad to see more clan mechs on the fielded by those paying Cbills, frankly i dont think we need to delay release anymore then we already have but this is just an attempt to get more $$$$ out of clan mechs (redundant i feel as you could still by the packs for awhile and the alacart is cheaper then buying them individually)
also this way people can see the weaknesses first hand in clan mechs and stop crying OP.

Not impressive no, but for some reason I have found it quite enjoyable to take a stock Summoner-Prime out for the last week, and see what I can make happen. I have been surprised by the overall effectiveness, considering. (Though by no means would I call it good, just surprised with as little armor and ammo as the stock has, that I can make it work at all.)

The Summoner needs quirk buffs to make up the difference.
With maxed armor and 4 pre-installed jumpjets, it has 20.69 tons free. If the JJs were gone, it'd have 25.69 tons free.
With maxed armor and no jumpjets installed, the Timber Wolf has 27.46 tons free.
The rough difference, if these were NOT Omnimechs... would be 5 tons. The actual difference when you add in max armor for both and consider the Summoner's jumpjets removed to the Timber Wolf not having jumpjets is actually 1.77 tons. Shocking, isn't it? If you consider the stock armors, and jumpjets to not exist, the Summoner actually has more tonnage available to it than the TW does. Dun. Dun. Daaaa~.
Anyway. Summoner is only bad if you don't have lower arm actuators installed, since we can't use the advantage of shooting behind us for not having them in. Otherwise it's essentially an Orion with twin AMS and up to 5 missile hardpoints, up to 4 energy hardpoints (this kinda hurts it a bit) and up to 3 ballistic hardpoints (yeah this hurts it too).
Both are easy to take out from the front. Summoner is harder to headshot. TW is easier to leg. Summoner shoots over hills better with its torso ballistics. TW has an easier time spreading damage. Summoner's small tube count launchers on the left shoulder can get uber tiny! TW gets penalties for having more than 2 launchers or jumpjets (aside from S center torso). Summoner gets no penalties what-so-ever. TW is easy to take out from the side, but unfortunately due to a bad design idea the CT of the Summoner can be hit easily from 90 degrees to the side. It also has a large pelvis, adding to that issue. TW has a long CT, making it super susceptible to LRMs.
Both have their good and bad niches.
