If not, do I exploit intentionally then?
Honestly it's not a bug, it's just badly done work.

Since when did "not knowing" save you from punishment?
It's a bug and you know it and if you use it to gain an advantage, you are exploiting and risking your account. Even more so, now that you have made known that you know about it.

Don't care about me, i rarely use PGI's consumables (tournament only).
I am talking about the poor mechjockey from country X which hardly speaks english. What about him?

Not everybody wants to read patch notes. Patch the game and go.
How are you suppose to know that you *should* carry one strike per mech when you equipped in the previous patch two strikes. This all is without modifying a mech. It's the developer and QA fault for not checking the first place.
You can't prove that people knew it at the time untill they read patchnotes.
But last time i dont read patchnotes because they're so dissappointing.
You cant blame the customer.

If someone like this should get punished, he will get a chance to explain himself. But such a person would have a hard time keeping up with the changes in the game anyhow.
And once again... this games language is primarily english. Everyone should be aware that this is the language of choice for announcements and be prepared to aquire some form of translation if needed. It's the players responsibility to stay informed about rule and game changes.

Like I said above: It's your responsibilty to stay informed. If you neclect that, it is your fault!

You are not asking me, but I'll still answer.
For me it is! I never used it and I never will.
This is getting stupid now! I'll not allow you to advertise or excuse the usage of an exploit. Thread closed!
