I am currently at 96% in the closed beta registration.The only thing i didn't do is to follow on Twitter.

No one is really sure, the general assumption is that it's just not working properly with a certain combination of answers. Don't worry though, at this point I don't believe it has any impact on your Beta selection. There's supposedly a post from a Dev stating selection is pretty much random at this point.

You must have missed something else. Cause I am at 100% and did not follow on Twitter. Although if you search the forums I believe there was a mention of a bug when you choose your internet speed that seemed to have caused some people this problem.

At this point there really is no purpose and trying to get to 100%. Pretty much all the people that they were going to choose for Beta have been chosen. Just buy a Founders pack and hop on with the rest of us Aug 7th lol.

make sure you use thier profiler and copy and paste its info to the application. everything is straight forward and yes you can get to 100% with out the twitter stuff

I had mine at 96% and one of the questions asked if you had ever played in a beta before the following question asked which one? I hadn't played in a beta so I marked no and left the other one blank. == 96%
I went back and selected other in the list of games and it went to 100%

Yeah, the "opt-out" options basically don't work. It's the same with the "Have you played a F2P game before?" if you say "no". then it still requires you answer the "which F2P Game?" option.
