Interesting to hear that PGI also has the ability to route the game.
Where did you read that PGI can route the game? As far as I know the only thing they can do is gather data on the high ping routes from information sent in my customers and then contact the ISP/internet backbone provider and submit a trouble ticket on routing issues asking them politely to change the routing/peering to provide faster access. PGI doesn't have any real control or influence on how the internet is put together, how packets are routed or whether the issue is packet loss or high latency.
High latency causes some issues but if the level is consistent the game is probably playable ... on the other hand, packet loss is also a possible culprit for some of the symptoms described here.
