The semi-religious company "ComStar" bases its power and alleged honest broker position on its proficiency and monpoly with this almost forgotten technology, as all factions have to rely on them. House Marik once did mess with ComStar and in the "ComStar War" suffered greatly, as it was put under "interdiction" and couldn´t coordinate its armies except by JumpShip pony express. Which proved insufficient.
During the early 31st century the powers of the Federated Commonwealth (House Steiner and Davion) re-discovered another technology, the so-called black boxes. The problem: They are way slower and they are broadcasting like a radio instead of a tight beam. That means after the other powers came to know about it, its worth as military communication device was in jeopardy.

HPG = Hodge-Podge Grumble.
A grumble is a group of pugs, look it up, is true!
Grumbles usually congregate in basements for some reason.
Wisdom of the day, your welcome.

WRONG!
It's HyperPulse [or Hyperpulse] Generator, no space (according to Sarna). The P seems alternatively upper and lower case, so that's probably to preference.
