My Warhawk carries LRMs, and energy weapons.
It has TAG, and CAP.
My old Stalker also had some MLAS, and TAG and CAP.
If you choose to just go bonkers and spend every last ounce of tonnage on launchers making you unable to deal with situations that are not ideal for LRMs - then that was your choice. There is no excuse to not have TAG & CAP if you go beyond a certain number of tubes.
I like to take the fight to the enemy if playing midfield no longer works.
Artemis makes for some amazingly tight damage spread on visible targets, and in general I score much higher damage and more kills when I get to go aggressive and attack targets that I can see.

He might be confusing ECM with double ECM.
If you have 2x allied ECM, 1 NARC does have an effect (I'm unsure, and doubtful, that NARC can stack).
