What I think would work with these level 1 tech heros would be to have them come with a c-bill package. Sell the hero for the regular MC price, but toss in enough c-bills along with it to do the needed upgrades.
Adding c-bills wouldn't potentially cut into their profits like reducing the price, or require any extra coding. I think it would be a good incentive to buy these older hero mechs, since the extra c-bills required to upgrade them is what players are unhappy with.
I'm personally not interested in this hero, even though I do like my Griffons. I'm not a fan of energy only mechs, unless they get perks like the Awesome has. I can see this being a good mech for 3025 stock matches.

Didn't like the SIB for it's low engine rating, and the ANANSI for it's all but nothing really hardpoints, but this one i'll definitely buy. Was worth waiting for the Hero to avoid the silly GRF-1S.

I like your idea of slapping on a c-bill package with the mech rather than reducing the price. Thinking about it now, having variable pricing on hero mechs could open up a shitstorm of trouble for PGI because it could be free to interpretation of which mech should perform well and which shouldn't.
Adding a c-bill package as an easy route to upgrade your newly acquired mech would be fine.
