It sounds like you are wondering what the difference is in regards to the deadline, or the top-tier versus next tier down. The simple answer is that PGI set those as the benchmarks. If you want to show your loyalty, "do this". So, if you do "this", you get it, and if you do not, you do not.

PGI should not congratulate us. We should congratulate PGI by buying MCs! I always think how a starving three-dimensional designer and artist draws those teddy-bear models, and I do send them money, even though I am impecunious myself. I know how art pays these days, and I am not joking about that.
