It is an excessive mechanic, but it's partly one that's brought about by other game mechanics (and has itself resulted in other game mechanics breaks). As I elucidated in the quoted post- broken mechanics don't come from nowhere. One and a half tons and two critical hit slots is not an acceptably high cost for even just that jamming effect, but the overall strength of sensors is too much as it is- else pinpoint damage would not be as much of an issue as it currently is (though it would still be an issue).
