Potentially, and here's why:
  • MK1 MASC is offering a very tiny speed boost over what it should be giving
  • I believe they stated that the recent HSR improvements supposedly increased the effectiveness of the detection by about 25%
  • The old speed limit was ~172 KPH
  • Fire Moth top speed with speed tweak is ~178 KPH, and ~195 with MASC on under MWO rules
  • Even a 15% increase in the "speed limit" puts it at ~198 KPH as a new "speed limit" for HSR detection, which theoretically should be within the 25% increased reliability of HSR
This means that it is possible the Fire Moth fits within a new theoretical limit for reliable hit detection.

That said, it would probably have less reliable detection than the other, much slower, light mechs in the game. Considering the mech is armored with single ply tissue paper, however, I am not sure how big a deal that would be.

Anyway, you can't use MASC for a long time, so even "breaking" the speed limit won't make the Fire Moth OP.

PS: not that Fire Moth really needs the MWO's MASC... and it could use that extra 1 ton.

Agreed. That 1 ton could fix the armor issues entirely. Hell, removing MASC as fixed equipment would do much for the SHC and EXE, as well. :\

The clanner version of the Locust, meant to be more of a nuisance than a firepower platform. Imagine being swarmed by a lance of Firemoths. Super hard to shoot, and a lance with little firepower could still take down an assault mech fairly quickly. So I guess with masc added to the Firemoth it becomes that much more of a nuisance.

Dashers were meant as carriers for battle armour, hence the odd high mounted arms and stupid speed. As battle armour support in combined arms units, they work great.
