the answer is..... manufacturing capabilities its not that the IS didnt have prototype streak 6's or lbx sizes its that becaue of the constant wars it was very hard to ramp up production runs so that the kinks could be worked out in actual deployment.

theres plenty of lostech and prototype weapons in TT just its extremely rare and if it breaks fat chance finding a replacment part.

i want prototype weapons give them a random chance to fail and explode or something but give me prototype heavy gauss plx

IS already has FAST light mechs that cannot be hit with anything else than Streaks
Clan lights are stupid slow and can be hit with every weapon system in the game

The Inner Sphere lost a lot of technological advances during the First Succession War. Lots of nukes were used to destroy industrialized cities that produced BattleMechs and the highest skilled techs were assassinated. It came to the point where you relied on the automation to keep churning out the 'Mechs and hoped it didn't break down or that you could get it working again if it did. So, it was like asking a diesel mechanic to fix a nuclear reactor. It also didn't help that Comstar became a religious organization and attributed their ability to fix their 'Mechs due to their prayers despite having the more advanced technology.
