But kind of.
Someone could send you a prepaid debit card or the like (or the info for one) that could let you get it, but actual "Gifting" is not available.

There is apparently one more way to do it, but it's ridiculously expensive: The Gold mechs.
If you already own the Masakari pack and decide to buy a Gold mech you can gift the extra Masakari pack that comes with the golden one to someone else. At least I think I remember someone from PGI writing this. Was it Russ?

But that goes through support!
There is no gifting functionality otherwise.
