Besides, there's a fair chance 8.1 users will get a free upgrade to W10. Of course, personally, I'd just get the Windows 10 Preview and hold off buying anything until that OS releases anyways, but that's just me.

I'm gambling on the slow-arse CPU, then promptly gave it a nicer cooler, with third-party grease, no less; It was ~$20 each to upgrade the HDD and video card; A case with a USB 3.0 patch always runs up the price for something I don't really care about, but I guess I am making assumptions about where a case this size would be placed …

So: The gag here is the cheapest ATI card with a blower-style cooler lets me use the smaller CPU cooler, even if I use this "steeper" model with the notably better mount; But "cheapest ATI w/ blower" moves one up to an R9 280, and the second PSU I found to meet the amperage requirement was a Gold Plus. ;-)

So: I was wrong about whom the cheapest R9 280 was (bonus,) I think I've figured out StuperBiiz is mislabeling it's Thermalright True SPIRITs (bonus, now that we've picked up on it,) and most tech sites talk around the facing issues of AMD cooler mounting systems: Thermalright, here, can be made to face east-west regardless of mobo …
