Your both doing it wrong under DX 11.

TL:DR
AMD'S gpu drivers for DX 11 are bad; if you have an AMD CPU (weaker single core performance) pair it with an Nvidia card.
Intel CPU you can pair it with either.

I canNOT describe to you how tech illiterate I am. I also don't know anyone that could help me.

Was looking at the HP build-a-desktop site, and looks like I can get a pretty good one for less than $1000 (not counting monitor).
