Not talking about spotters- rather, about how when you already have a lock you can maintain it for potentially several seconds after nobody on your team has LOS anymore. That's what target decay lets you do- deliver indirect fire without a spotter. That shouldn't be possible, because without LOS to the target from some source, how can your targeting system track its maneuvers- let alone report detailed information on the target's current status?
TT rules required that the spotter have specialized equipment to share targeting information, if I'm not mistaken- which also means that anyone not mounting a C3 slave unit (for which the fire support 'Mech would need a matching C3 master) would not be capable of sharing target information... and I'm pretty sure that the IS hasn't recovered that 'tech yet. TAG and NARC just tell you where to send the missiles; they don't tell you the status of the target. Only a NARC would allow you to deliver indirect fire on a target that you or your spotter do not have LOS on, because the beacon broadcasts its own location which just so happens to be the same as that of the target (which means that locks on a NARC-ed target should be locks on the beacon, not the target itself- there still shouldn't be any target information being sent to the fire support 'Mech).
