I think this was more the community was clamoring about a problem, and this was a solution that the community voted to implement.

The problem is I see this happening a lot.

The community doesn't like Ghost Heat, but they also don't like high alphas. I have seen no agreement on what the community wants. I don't see the community being happy with any implementation that PGI "tries".

The main problem here is that trying takes money. There are only so many development hours in a sprint. If all the sprints are filled with them trying solutions then nothing real will ever get done.

If PGI were to throw up a poll "Should something be done about ghost heat?" it wouldn't surprise me if there were many yeses (although I think a lot of that is more zeitgeist than actual opinion.)

However any solution isn't going to be universally accepted, so they would implement something only to have the community bat it back down. The community of course wouldn't blame themselves they would blame PGI.

If however PGI states they are only going to do something if 66% of the poll says something needs to be done, and then only implement the solution that 66% of the community agrees on, then community can not reasonably fault them for not taking action when no consensus is reached AND it will save dev resources to work on other things such as community warfare.
