[Slow and Decrepit]

I thought the Victor nerfs were coming off with this patch, did I miss something?

Thanks Guys. I was hoping to get me some Mad Cat soup tonight, but I guess it will just have to wait. It would be interesting to see the two battle before all the nerfs. I don't think the Victor will be what he was, since all the weapon speed changes, not to mention the JJ changes. Now some of the Mad Cat builds are in the wastepaper basket. I was hoping to take them on at full strength. Oh well.....
