The Centurion AH cannot move it's arms horizontally at all even though it has one lower arm aculator on the left arm.

Yes. I was wondering the same.
It has 1 lower actuator and should have limited horizontal movement.

The right arm doesn't have one, though. Even if you could move your left arm separately, there are no hardpoints in the left arm.

This is "normal"... it's the same as a BJ for all intents and purposes.
Unless you are the Highlander-733C or the Victor-9S or 9B, "AC20" arms generally have zero movement going left to right.

this is implemented correctly. if the reticle could move horizontally, you would be highly annoyed

Yep this is how it's supposed to work, the Yen-Lo-Wang behaves exactly the same.

I see, I though that since the clans came this changed because you can mount one arm acculator and have limited movement.

It depends on the mech. If it has zero weapon hardpoints on the articulated arm, like the Cent-Ah/Yen-Lo, it will have no horizontal movement. If the mech does have hardpoints on the articulated arm, like the Victor-9B/9S and Highlander-733C, it will have a small degree of horizontal movement.

This is the way it is supposed to work in Battletech.
However, it is obscenely unfair when compared to Clan mechs, Victor, Highlander, etc. with ballistic no lower arm actuator arms, when the opposing arm has an actuator, when they have it.
It is an issue that I fear PGI will never properly address. The easy solution is 10 degrees for them all.
The best solution is full range for the LOWER ARM ACTUATOR-EQUIPPED arm, and no horizontal range for the non-lower-arm-actuator-equipped arm.
Don't really care which one they use.
But pick one already and be consistent.
