This thing is pretty much a Cicada and needed to be about the same size (which is slightly bigger than a Jenner). Second, do you all see the size of that CT? It is huge and not only huge, it sticks out like a sore thumb from any direction your looking at it. Basically it is going to unconsciously draw in fire whenever someone targets it. Side profile is massive as well so it looks like it is going to be very easy to target despite its speed.
I may be wrong but I have a bad feeling about this one (and I had been looking forward to it too <sigh>)

I view it as mediums being shafted rather than lights being "too small."
If lights were too small, they'd be dominating the game and wrecking everyone, and would probably make up a much larger portion of the queue instead of being a minority. But they're not. Not a whole lot of people play them, as indirectly evidenced by their usually small portion of the waiting queue (they get into games faster, because there's not as many of them). Of the few that do, even fewer truly "excel" as light pilots -- the rest are mostly target practice.
Increasing their size to be closer to mediums would simply make most of them bad (many of them are already bad). On the other hand, we also see that the medium class tends to be mostly ruled by a special few and the rest are basically filler. In general, people have been calling mediums the "red headed stepchild" of MWO for quite some time, although personally I think that situation ended with the advent of the Shadow Hawk.
So, with this evidence established, I believe that the real problem is just mediums being too big, rather than lights being too small. To put it in terms I've seen you use before, it would be sort of like trying to "improve" the Summoner by nerfing the Mad Cat; the same goes for trying to improve mediums by nerfing lights.
A sort of compromise might be to leave the "good" mediums alone (i.e. Griffin, Shad, Doomcrow) and only rescale (shrink) the sub-par ones so that they lie approximately in the center between current heavies and current lights.

You must also consider that the Jenner is a short, but long mech. The FireStarter would be a better comparison, due to the humanoid appearance that the Fenris shares.
It would still be tall in comparison, but there is a noticeable difference in the Jenner and Firestarter.

Alex's designs are always good. The modelling team needs to stop messing it up. I know it's not an easy job to translate concept art into a 3D model. But this? Come on!

2. Part of the scaling issue is the Endo/ferro that clans come stock with. The major reason they're not flooded with crits from them is because they're bulkier, and it translates to a larger frame. This is Actually lore related.
