Its always Tuesdays at 10 AM Pacific time. Length does vary and when it's longer than usual (about an hour or two) they usually let us know.

Now.... where are the patch notes!?

They deploy patches every other Tuesday at 10am Pacific Time. In months where there are 5 Tuesdays, there is an extra patch. There has been a lot of talk about the quirks which go in today so there has been quite a bit of anticipation for this one. I also believe they alert anyone in match with a short warning.

I didn't know that patches always come at the same specific time. I'm sorry.

EDIT:
"- The weapon cool-down quirks have been re-factored so that a positive value is a bonus and a negative value is a penalty."
So the LCT-1M gets a Missile cooldown bonus, and a Medium laser cooldown penalty? Huh?

So the list from the test server lists both as bonuses. Oops?

The comment about patch notes was a little sarcastic though I am excited about the patch and the should be a good read!

I think it's a typo, none of the new IS quirks should be penalties. If you own the chassis i'd doublecheck if it's givnig you a nerf >.>

So the Clan and IS small lasers didn't get a damage buff as we thought?? Just range??
