A handful of Clan 'mechs will probably get Quirks. The most used Clan 'mechs will not.

i feel every Omni-pod should be quirked individually, for balance purposes,
also i feel Clan mech should get quirks, not huge ones, but slight quirks,
once Every mech has been quirked, then it will be easier to balance them,

Example-
Nova-prime Head, Torsos, and Legs all get 5% heat efficacy quirk,
(all together adding up to 30% heat efficiency, and also giving a reason to choose certain pods)
if its too little of a buff, 5% becomes 6%, turning 30% into 36%,
if its too much of a buff, 5% becomes 4%, turning 30% into 24%,

Edit- example,

PGI says Tier 1 'mechs will not get any Quirks, so Timberwolf, Dire Whale, Stormcrow, etc. will NOT.

i was just saying that each Omni-pod should get some form of Quirk for balance purposes,
not necessarily a buff, just some spreading available quirks to all the pods for balance,

its likely that after the Clan Quirk pass, we can hope to see a full second pass,
covering all the Mechs in the game, but this is defiantly after CW comes out,

64/36 wouldn't be sustainable if Elo variance in the test was different. When expected chance to win (based on player rating) is 64% and actual results are also 64%, we can conclude that equipment used was balanced (equal). Otherwise the results would have deveiated from the expectation due to mech/build imbalance between teams.
There is a caveat though - this interpretation assumes that Elo variance within a team was similar for both teams (i.e. MM didn't match low+high vs average too often). If it wasn't, the results are completely meaningless, as there's no way to tell whether 64% was really the expected win chance.

yes but the 64% is inherent in the propensity of competitive players to play the best equipment. The Clans have an Elo advantage because they have the best gear, because the best players play the best gear.

If there was no inherent Elo tilt it would be because there was no inherent advantage. Elo in MW:O can not be effectively split from mechs; you won't see someone with a 2,000 Elo who only pilots QDs and Cicadas. They have a 2k Elo because they pilot great mechs and pilot them well. The Clans have an Elo advantage in these tests because the best players play them on account of them being the best mechs. If there was no Elo disparity it would be because there was no real or perceived advantage to Clan tech, ergo no Elo disparity between IS and Clan mechs.
