Maybe it tries to find something to match the group of 2 light mechs? And since there are only so many around, it takes a lot of time.

If you are dropping as a group its trying to find a team to put you in. A lot of group droppers are dropping like 6-12 people at the same time.
Its trying to put together a puzzle of weight and group sizes.
