Let's face it, MWO sucks.
If you play PUG you get each round a random team of 12 players unable to communicate.
If you play in a small group, the matchmaker will set you up with other small groups against big group what is able to communicate via VOIP and you get stomped.
The best way to improve MWO would be to give the players tools to communicate (VOIP) and to not shuffle the PUG group every round.
But to be honest, nobody wants VOIP and most MWO players don't want to play a game where teamwork is important.
So skip the teamwork part from the game.
Remove spotting and targetting and remove the minimap.
Introduce a deathmatch mode.
Remove heat as game mechanic, and add regenerating shield to the mechs.

I think this game is actually entertaining, and this is me coming off of playing Mechwarrior 4: Mercenaries since MekTek released it for free back in 2010. And I've been involved with Mechwarrior since 1991.
I understand why people have an issue with public games-this is why I try to be proactive and improve upon the situation.
I talk.
I drop in, and encourage people to work together; I announce enemy grid locations and numbers, mention opportunities to flank and thank people for doing so, use cover and move from cover-to-cover, and play this game like I do my Abrams Tank simulators. Take cover behind a hill or building, bound up and expose your guns, fire, bound back down when receiving fire.
More importantly, I travel with the team; either by lance or full company depending on the situation and map.
They actually DO have voice-over capacity in this game-you just have to enable it from the settings menu; although I don't use it because I'm on Teamspeak. So I use the chat settings to communicate.
It actually does well for itself-people end up following me when I execute flank attacks.
One will not "fix" this game by resting on his Solaris laurels demanding change-try a change in play style. Hell, this Victors Challenge certainly encouraged that.

Your Troll-Fu is weak.
Seriously, you have absolutely no clue what this game is about, or what the people who play it want. The -only- part of your post that has even a smidgen of merit is the point about in-game VOIP. Other than that, you pretty much missed the boat on everything.

Oh, I know what the game should be about.
Teamwork.
But most of the MWO players are even too stupid to target an enemy mech to find out weak armor location.
And most of the players don't bother about supporting their teams.
Almost no one is mounting a TAG if he isn't a missle boat, and almost no one mounts a NARC or a Beagle Probe with advanced sensor range in his raven.
Mounting 2 ER-Large Lasers an sniping from 800+ meters away is much better than spotting enemy movements from 1200 meters.
When most of the MWO players are to stupid for teamwork, or 13 year old boys (the reason to aviod VOIP) it's just sensible to remove the teamwork aspects from the game.
Or PGI should tell the players:
"Warning: play this game only then you have at least 12 other players and an own teamspeak server"
