Ok, here is a picky question. Is drop deck weight calculated on the mech's max weight or the actual load out weight?

Most likely the mech's limit. I can't imagine very many people would drop a bunch of tonnage on mechs anyways, I think my personal best is like .7 tons under the limit due to no slots and max FF/ES on something or other anyways.

OK what are the best drop decks for IS mechs for short, medium and long range for CW.
Maybe.....
Short or mid range depending on loadouts.
35 firestarter A or H
80 victor 9s, 9b or Dragon Slayer
55 griffin 3M or Sparky
70 cataphract 3d
Long range
85 Stalker 4n
85 Stalker 4n
35 Raven 3L
35 Raven 3L

I wouldn't be so quick to assume that the Firestarter is the best. Once that 8SPL gets its ass nerfed into the ground on the 16th (assuming PGI isn't stupid enough to ignore the obvious breaking it caused) the playing field for the lights could change again.

I'm sure they'll just play the Locusts like throwaways.

Wubshee
Splathawk
Splathawk
Raven3L (or Wubstarter depending on if it gets nerfed or not)

Post-quirks, you may want those Splathawks to be WVR-7Ks instead.

WVR-7K
 SRM/6 Range +10%
 Missile Weapon Range +10%
 SRM/6 Cooldown +10%
 Missile Weapon Cooldown +10%
 Energy Weapon Range +12.5%
 Torso Yaw Speed +25%

Range on SRMs isn't much of a help, the missile speed makes aiming at targets past 200 meters incredibly dicey. The cooldown buff is nice, but you're probably better off with SRM4s than 6s due to spread.
