I don't think that applies when defending against clans. Last night I was able to join a few games and if I remember correctly there were multiple IS factions present.

Some observations:
  • When defending from clans, mixed units of IS are allowed. They do not have to be from same faction or same unit
  • My son and I (sitting back to back) were both queued for Verthandi for about 3 minutes... when match started only I got in that match.
  • My son stayed in the queue - 25 minutes the full length of the match... as soon as it ended, the very moment, his game started
As OP states, we should be using this as a means to coordinate attacks, not necessarily defending. I don't know how those pop-up warning happen - I think anytime someone attacks a planet, even an individual, the warning pops.... that isn't enough to start the attack...

That is exactly what I think is happening.

If multiple IS factions can defend the same planet, then I think I see a problem here. The clans certainly have a lot less people because of mech availability, perhaps there are so many defenders that a lot of us aren't needed and thus not getting into matches.

So this sounds like it's not a matter of not enough players, but rather not enough matches. If one person gets into a match, and the next one gets into a match immediately after the first ends, it sounds like only one battle for a planet happens at a time. If that's true, then it would explain the long waits.

I dropped a few solo matches during the day and never had to wait more than 10 minutes. I haven't been able to drop solo in the last hour. Anyone groups with TS looking for one more?

IS can fight each other too, house v house. Wait times are still just as bad.

I'd guess it's a lack of attackers rather than a lack of players generally. The attacking team probably got dropped in again almost immediately, while the defending teams are basically trading off combat duty.
