Would have to argue against this idea. Where are the Clans getting their replacement gear? They have traveled 700 LY (pick a #) to the I.S. with everything they brought. If they can lose front line gear and have no replacement or R&R costs why would "Local" Merc groups have any. If anything the Mercs would have even better access to parts and supplies based on being "local".

The Clans do get I.S. gear, via salvage, and then after a while are forced to run the second tier stuff. As noted they do not have a Supply Line per say, so lost gear is lost and any salvaged parts are stripped from dead Mechs to do rebuilds thus chassis are lost over time.

Pretty sure the Clans did not like the I.S. crappy gear anyways. And why would they. Their gear was 4X better right off the bat. ;) So no to penalizing the Mercs for apparently no good reason and not the Clans. Houses, well they have a Military so OK, but even then, players are driving whatever they want to drive. Force House Mechs on them, and then we can talk about shafting other groups with Bills and expenses.

Several of the source books ((scenario packs)) showed the Clans Using IS mechs that were stripped out and had clan gear replaced. These were not IIC mechs but just (C) mechs.

Like -- Warhammer (c) 70 Tons Replace PPCs with Clan ERPPC, Replace Heat Sinks with Clan Double HeatSinks and add 2 more.

The battle for Twycross had this as it represented one of the first times IS forces battled clan garrison forces.

Might be easier to just split things a bit. Mercs can do whatever faction as they do now, loyalist units/perma-clan units go to L40 on the progression/rewards. Mercs never go past L20 rewards. L21, and up for loyalist/perma-clan add camou schemes/house colors/ specific mech variants at 25/30/35/40; each with additional mech bay...that type of thing.

(ETA) Granted, breaking said perma-contracts should cost a crudload...more than they already do.
