1) Overclocking: "hell no" , " I dont know how, but i'm ok doing some simple OC'ing" , " or hell yeah, lets water-cool this ****!"
I forgot to answer this. I've never OC'd anything before but I'm interested in it, especially that last one

Here's a decent "middle of the road" build list.
Operating System: Microsoft Windows 7 Home Premium SP1 64-bit - OEM
Extra Fans: Corsair Air Series SP120 Quiet Edition CO-9050005-WW 120mm Case Fan $27.99 each

Hard Drive: SAMSUNG 840 EVO MZ-7TE500BW 2.5" 500GB SATA III TLC Internal Solid State Drive (SSD)
$249.99
Alot of what I have is out of stock already (lol, stuff is on the verge of being obsolete)
I'll hop back on in a bit and see what is comparable...
ok, I'm back...
Power Supply: http://www.newegg.co...9-086-_-Product $51.99 refurb

Unfortunately this build list runs over your budget a bit, hope this helps though.

That said I would highly recommend the NVidia GTX 970, IF your willing to sink that much money from your budget just for your GPU. Depending on which one you get, it could run you anywhere from 300$ to 370$. It will run anything you want to run
Personally, I disagree with that statement, he would be better off avoiding the 900 Series until PGI gets their game engine updated for it. I have serious issues with the game randomly crashing and never had any kinds of problems like this until I switched over from a GT 640 to the GTX 980 on a fresh install. Not only that, but the game works the card so hard it hits a temp of 60C easily (monitored via Firestorm). I would possibly look into the other two mentioned by Bows3r for the sake of compatibility.

Awesome! The Gigabyte mobo I picked out costs a little more money, but you get two important things.
1) better electronics and voltage regulators, crucial in a safe & stable OC.
2) the board has special software in the BIOS made just for you. It will automatically OC for you with just 1 click. When you get more confident in your OCing, you can do it manually, too.
As to having fun with this, if you can reach into your pocket, find an extra $75, go get a corsair h100i, all I one water cooler. Pretty easy to install, better cooling for the cpu, and unlike air coolers, it dumps the heat OUT of the case. Now your GPU can oc better too!
Overclocking is awesome. With a couple extra dollars for cooling, & a couple hours of learning what to do and tweaking your setup, you will get the performance of a system, several hundred dollars more expensive.

You will be well served by a GTX 760 for $239.(If you can find them..) Best card since the GTX 470...

Oh and I play perfectly fine on an AMD Phenom II x6 1045T (stock at 2.7ghz) with 16GB Kingston Hyper Ram and a GTX 470 and now I have a GTX 760. I can also play fine with a 14" gaming laptop from ASUS with an Intel i5 with GTX 660m http://rog.asus.com/tag/14-inch/ .
I would also consider an socket AM3+ Mother and AMD 4.0Ghz quad core or 6 core CPU in your price quotes. You can get higher clocks for less $$$. I have never had problems with my AMD rigs running MWO.

Ignore this post about AMD, it has been demonstrated in this forum a million times over AMD CPU's do not play this game as well as Intel due to architecture differences so the bang for buck ratio for AMD does not hold true here at this time.

All i've done is swap the more expensive motherboard for a cheaper Asrock model, and bumped the standard R9 280 up to a 280x model works out $10 more so i couldn't squeeze out that corsair PSU.
Ok I'm thinking that I might use this build. Add in the extra SSD Hardrive and the stuff Chiron mentioned about the OC and cooling and give me a run down of it please.

Sorry, im out and on my smart phone:
this build is almost ready for overclocking. The video card is perfect.
You MUST:
* get a stronger power supply, 650+
* Make sure your motherboard can handle the juice. I dont have time to check the ASRock, but you need a mobo thats voltage is made for OC. If in doubt, buy the gigabyte mobo I listed on goldilocks.
* If you want air cooling, then this cooler and case are fine.
* If you want to water cool, heh, then you want a case with 2x120 mm vents on TOP for the radiator...try coolermaster HAF 912, or rosewill blackhawk, off the top of my head....oh, and a corsair h100i cooler.
Have fun, msg me if u have other questions, ill check back tonight.

The 550 PSU is fine, if you look up r9 280x reviews you'll see a total system power consumption of 300W ingame, and that's from the wall, so the psu is actually having to deliver even less.

The specific rig I built him was 432w, and thats without any overclocking. Add in OC and a water cooler, your right at 550w. I dont like recommending any more than someone needs, but that's just too close for a ballpark estimate. 650w leaves good headroom, his PSU should never be taxed. Remember that PSU's produce a lot of heat when near or at full load. Then heat makes them less efficient and the whole rig less stable too.
650w is enough.
