It has been getting extremely cold recently and there are certain parts of my house that don't get heated very well which would be my basement and it has been dipping below below freezing and maybe below 0 where my modem and router are. Could this be effecting my internet connectivity?

It's possible, electronics tend to have a safe operating temperature range.
I'd need to google to see how low they can be, and I found this on a quick search.
This would be a good question to have in the Hardware area, I'm gonna go google a bit more to see how low common temps can be for electronics.
Edit: as I was suspecting, the general rule of thumb is don't let them get below freezing temps 0ºC / 30ºF.
One of the bigger concerns I've read being repeated, is getting condensation built up in the devices with colder temps can and will cause problems.
The other is having an electronic too cold can alter how electricity operates inside it, where it could fry or short circuit.
And if you have a Wireless router you are best having it in a central area of your home too.

Holy christ! If your basement is freezing while you are still living in that house.. youre having much larger problems than just your internet!
But as Praetor said, just dont let them become subzero.

this, dude, frist cna seriously damage your house,
water expands below and above 4 degree Celsius, if you have small fissues wher eit cna go into and freezes this can burst whole rocks. thats why you never should let your house have frozen temperatures somewhere. Especially not in the basement.

Sooooooo what exactly do you store in your basement to let it get that cold in the first place? ...
That's pretty bad. I'd put a heater down there. Your pipes and stuff could burst... or worse.
