Is it really naming and shaming? Not saying anything about their performance or lack there of. Not saying they TK'd, were AFK, shot someone in the back, or spammed the chat with hate.

Is it really naming and shaming just to say "I saw them today"?

It can be.
Depending on the mod you get.

I only bring it up because I have been "talked to" by a mod for doing just something similar to what you suggest.

Now that I think about it, I could see the mods concerned about it being harassment on the forums.
