(Fps) Is The Game Really Messed Up?

I run the game on an Asus RoG laptop from 2012. Similar specs to the OP except I have an nvidia 680M gpu. When the game starts chugging because it consumes far more resources than the gameplay or graphic would indicate, I just turn it off and play something else.
My laptop works fine for most games. I'm not going to sacrifice portability and build a custom gaming rig just for one game. I've done it in the past, and then I didn't even end up playing the game I built the system for more than two months.

Your other components are fine, and you can crank your graphics up higher, its the cpu thats really holding you back. This game is a quad core cpu pig.

I agree this game loves cpu but dont forget that's a i7 its pulling a cpu score around my i5 3.4ghz. I can run almost all very high settings(if they didnt cause me to crash more often)

The score is meaningless. Your at 3.4 ghz so that is why you are seeing decent performance and he is not.

Just try and stay with the same aspect ratio, i.e. if you're running 1920X1080, try switching down to 1280x720

I don't have it in front of me, so I can't say for sure...but I'm not sure I like the last option, the word "dynamic" doesn't sound like a good thing to me. That sounds to me like the system can throttle up and down...screw all that, make that computer run balls to wall until it's heatsinks start to glow. I can't say for sure but try just regular high performance.

Yes that was exactly my issue actually (Cleaning the fan).
By overclocking my system, i saw that i cannot modifie the speedfan
By seeing the temp i knew something was wrong.
I did opened my laptop and... cleaned it.
Dropped 30degrees
For now idk if i have better fps, but will edit it.

#Edit: Yep, can go back to medium setting\1366x768, no more mouse desync, and an average of 45fps
