Surviving and winning would encourage people to go for objectives more, usually after fighting and taking some damage.

Oh look there's 45 attackers and 48 defenders, if I drop as an attacker I will be put with the group of 9 and we need 2 more people and it's match time. (If there's 60+ that's even better, usually fast match find)

Most of the clans have TS3 and will let you in...at least on Smoke Jags
Aside from solo droppers inherently being lower priority for matchmaking...
The mode itself isn't exactly amazing due to map design flaws and such, so without a group to drop with the problem then becomes trying to win more than securing a kill.
