Essentially it is by design self limiting.
To be honest, its more important that PGI focus on introducing a number of different game 'sizes' in terms of players (4/8/24, how about stars and clusters?) and 'modes' in terms of objectives (i.e. convoy escorts, raiding, dropping, evacuations) and different weight class battles as well, to allow CW to bloom into a diverse and replayable game mode.

I agree, AS LONG AS there remains a single attack and defense options per faction, #ClanClustering will remain basically a #SpeedGovernor to any Clan Offensive. This is especially true of ANY Clan with only one Inner Sphere border (CSJ and SJF at start AND currently.)
I am particularly looking forward to the 4 v 4 CW Mode expected to be released in time (unless I am mistaken) for the Steam Launch this Summer'ish timeframe.
I would expect the current Public Queue maps to be highly capable of hosting the CW 4 v 4 mode of gameplay.
It would be especially interesting if this mode of CW saw drop deck sizes (and associated match lengths vary) for example Crilmson Straight could be used for a convoy escort mission with a Drop Deck of 2 Mechs per gamer and a total weight per gamer of 100- tons. Second Mechs could even be carried along on convoy flatbed trucks, for ease of transitioning back into the fight when the first Mech goes down.
Such a series of mode design choices (4v4, 2 Mechs per gamer, 100-tons total, Public Queue Maps, flatbed-respawning would ALL offer some much needed variables into CW to bring freshness and Unique gaming opportunities.
But perhaps the most interesting part could be if the Attacker wins 50% or more of ANY 4v4 mission, the health of all gate generators could be reduced at StartEx by 20%. (Nothing game-changing mind you, just a small but tangible edge that should give the Attacker a slight advantage when pursued.)
As the next Townhall with Russ draws closer, I hope plans for the 4 v 4 CW mode are one of the topics highlighted for discussion.
