When you save it as a gif, ti will be moving. I assume you're using the stock windows image manager. That crap can't do Gifs 99% of the time.

Get ACD See, or literally any other image manager.

irfan is imo one of the best, it also allows you to avoid using a proper video editor for most of the tasks from cropping and rescaling, and to applying a bunch of filters, making panorama images and adding inscriptions
