The Maddog-B according to the stock TRO loadouts included hand actuators. While it's difficult for those that are not into TT (like myself) to understand the reasoning for this loadout decision, there is a bug relating to it (because PGI).

Besides the fact that I'm wondering why it is limited to that omnipod (I'm kinda unclear to the omnipd rules), why don't all the Maddogs have the option to enable said hand actuator, given the benefits or lackthereof (increased hitboxes to the side - hello Mist Lynx - but slightly improves the crit buffering)
For TL;DR
I mean, why doesn't have the Maddog-Prime have the option to add the hand actuators since the Maddog-B can?

There's a similar issue with Kit Fox arms.
I'm wondering about enabling the lower arm actuator on some of the Warhawk and Direwolf arms that allow it, and then switching.

Ah, I see the Kitfox-S's right arm not have said option... although I think smurfy could have a different bug (you should have lower arm actuator access I think).

Actually according TT any omnimech could potentially mount LA and Hand Actuators. Some weapons (PPC and Ballistics) forcibly remove them which is why the Daishi (among others) doesn't have them in its Prime configuration. The Vulture, along with every omni that decides to mount lasers or missiles, should be able to mount the LA or Hand actuatiors in all its configurations minus those where you equip a PPC or ballistic. I'd guess PGI is looking at it like its JJ rule. If it didn't have it stock in that config then it can't have it at all.

Based on that... that is a strange rule to willfully ignore... or at least not discuss the specifics of in the omnipod implementation.
I understand the PPC+ballistics rule... I simply didn't understand the overall "inconsistency" of the other part of the behavior on the Maddog.

Honestly I think all the (Omnimech) arms should have the option to put in lower arm actuators (with the obvious Omnimech rule exceptions regarding ballistics).
I can't use most of the right arms on Warhawk and Dire Wolf because only ONE of each has a lower arm actuator, and it's a bare minimum requirement to run anything like LRMs or Streaks.
Far as hand actuators.... Certain Omnimechs just Never had them. Mad Dog clearly isn't one of them, as they were put to use on the Beta configuration.

It is what it is, not saying its right or wrong, but my theory is they probably just didn't think about it. Seems like it was one of those things where they mayble looked over a TRO and saw no hand actuators so they didn't add the option. That implies they don't know omnimech construction rules though and yet we have all the locked equipment as per the TT ruleset. while the hands are pretty much useless, Koniving has a point about LA actuators. Like I said though every omnimech in the game should be able to optionally mount all arm actuators regardless of whether that option was used in the TRO. It was an omnimech option just like switching weapon configurations.
