It's been shelved for sure. They hope to return to it eventually, but I suspect that PGI will need to do something truly revolutionary with MWO to fully take back their reputation from the haters.
In the end, I doubt it goes anywhere. It's just way too derivative of other games.

There is no winning the haters, that is why they are call haters.
I was looking forward to Transverse, particularly on the ever shifting star lanes.
It means scout and explorer will always have value in the game, instead of just early game.

who would be in charge? it was afaik a IGP project, and IGP is no more.

No, it was a pure PGI project. IGP wasn't involved at all. Bryan Ekman was leading it in some capacity. They wanted their own IP and self-published game. It had a really cool sounding universe, but the timing of the announcement was pretty bad. It may have started off as a Wing Commander title, as they were in discussions with the owners of that IP as well, and may have actually secured the license at one point. Even some of the asset names were from Wing Commander, like missile names.
I was excited for a new title, but it was the wrong game at the wrong time.
My guess is they are still working on it in some capacity behind the scenes, but

The announcement made by Bryan Eckman after the failed crowdfunding was Transverse would "go back behind the curtain for now."
I assume that means it's being worked on, but behind the corporate barrier.
True, it was bad timing. Too many Space sim sand box games to compete against at the moment.

The lack of progress on Mechwarrior Online features led to lots of fans booing down PGI trying to make a 2nd game.
Now that I know more about this issue I am convinced it would be a good idea for PGI to expand out into other games. You don't want to be a 1 trick pony in any industry. However, the timing of their decision to try and make a 2nd game was what the problem was. MWO wasn't actually to a state that players would say it had met it's original goals. So, people ignored Transverse.
Also, the space genre is already being covered by other companies. I saw nothing at all about Transverse that made it stand out even a little from the competitors. Games like Elite and Star Citizen, not to mention the smaller, purely combat only games like Dreadnought and Fractured Space all have something about them to talk about, while Transverse didn't.
I wouldn't want to compete in those genres, even if I do have my own ideas on how to do a space combat game properly, i.e. one I would want to play (Slow combat pace, RPG, full internal deckplan of every room in the ship, interesting crew to talk to).
