Because 12-man CW is a team-mode game. Large numbers of PUGs are not a team, they are a mob.
If you split the 12-man CW queue, this will simply result in units being in one queue on a planet and PUGs on another- which in many cases would lead to no match at all.
with current systems in CW..yea..it's helpless..however if matchmaking would be retooled, allows players join general group..things could happen..yes..of course.. there would be less games for 12 man groups..its true..but most if not all these game would be actually against another premades..it's not what these hardcore groups want anyway?

Fun is subjective, and I for one enjoy playing in and around the groups. If pug vs pug had no impact on planets it would appease me so long as I had the option to play in and around the groups like I do now. However, since I am aware fun is subjective I have no doubt a lot of players would not be too thrilled playing in pug vs pug matches if they have no real impact on the outcome. You might enjoy pug vs pug with no relevance to anything else, but are you sure everyone feels that way?
While I can't say for sure.. just try it..just put invasion/counter attack mode into quick play, allows players in quick play join faction for LP farming and see what will happen...I am very positive this would lead to complete casual exodus from CW..and this would basically prove, that CW is not played because it's fun..but just because it has new content..
