Your proposal to hang a bigger carrot in front of a puggers nose changes nothing because he will (in most cases at least) never get the said carrot anyway. And getting repeatedly punched in the balls is not fun.
I'm guessing this is a different type of head shot !
I'm not a big supporter of CW (sadly it just doesn't grab my attention to make the extra wait times worthwhile) but when I do play and all pugs, I've been in winning teams more than losing ones

(another thing I would do is remove the soloqueue completely and implement all the maps in CW... but I'm not ready to stand the amount of flame I would get for proposing that).
If I stand by what you guys imply, there is no way to make it fun.
For the vast majority of PUGs who do not have fun waiting half an hour get curbstomped over and over again by well-trained competitive teams using maxed out 'mechs assembled as team instead of individual 'mechs, the only solution would involve PUGs never having to fight those teams if they didn't want to. That solution worked in the public solo-only queue but it won't work in CW (details in paragraph 4 here).
Because of how CW works, it may never be PUG-friendly. PGI said so when they rolled it out and called it a "hardcore" mode for organized teams. It's hard to imagine it being anything else. On the flip side, if they roll out PvE soon enough, PUGs will flock to it in droves.

Anyway I'd say you don't want to encourage PUG play specifically as that is just going to encourage even MORE solo play,
Which isn't really a great idea in a team based, multiplayer game..is it?
What I'd propose is a bonus to the top 3 players on the losing team. No matter if they are solo or grouped. Give them something to let them know they did well. That way even if you pug it and play properly you will still be rewarded. Might lesson the sting a bit maybe? and put that in ALL the queues.
I'd also suggest giving solo guys a 4v4 mode, perhaps letting their wins dictate which new planets are up for attack. The game gives them 3 possible options, whomever gets the most wins on a given planet unlocks it. The teams can then get to actually taking it?
But seriously, ENOUGH with treating solo players like they are the golden child reincarnated. Lets try things that benefit EVERYONE and get the differing sections of the community working together, as currently it's constantly one in the eye to group players.

There have been many pug drops that I lost the match but I was still in my first mech, did I do well because I did not have to re-drop? My mechs are designed for support so I will never get top damage in them.

I can respect that (as I said already previously). However, as you can see at the complaints about the queue time, it is questionable to invest resources solely in a niche mode in a niche game. It is a lose-lose situation in a way: the ones who want to play that mode are annoyed because of the wait time, the others get roflstomped. The former could at least join solo if such a queue existed and all would profit.
And sure, the sync drop would also be a huge problem. Maybe even unsolvable with the current playerbase.
Well, I think the only thing you can do is just sit and wait what is happening. If the queue time stays that way the "hardcore mode" is pretty much a infans mortuus.
As for another comment of like "pugs do not want to play in a team":
first of all it is a generalization which is wrong in itself. Sure, you will always have some cretins in a pug who want to play Rambo. On the other hand you also have people who try to coordinate with some simple phrases now and then the team. Even if it is only "we are getting flanked F5".
There are various reasons, though, why people do not want or cannot join a unit (time, additional obligation etc).

THEN
IF (you win)
Underdog bonus = 7500xnumber of players in biggest premade team
ELSE IF (you draw or lose)
Underdog bonus = 5000xnumber of players in biggest premade team
the numbers are just for discussion, you can argue for a lower amount, basically, what would you think of giving pugs a small bonus if facing a premade in CW?
I support this on the condition that I get a Whiner bonus 5000xDaily Volume of threads about people blaming anything other than themselves for losing games.

Even if that were true, every faction would have the same thing happening so it would work itself out.

Not sure really. Maybe be a combo of damage/match score/activity? You could have loads of spots maybe or assists? It doesn't have to be pure damage.
Just anything I guess to take the sting out of a bad loss.

That sounds ok. That way someone gets at least a little reward. However, it still begs the question: is it fun for the PuG to get slaughtered even if they get a little reward? I seriously doubt it.

I pug CW A LOT. I very, very rarely do it with a unit. I also very rarely get slaughtered. What I usually do is log onto whatever account I'm playing's faction TS. A few nights ago (on my clan alt) I bumped into some JFP guys, only about say 5 of them? they advertised their TS said anyone was welcome to hop on, so I did. Took me sub 1 minute. Payed with them (decent guys btw) for about three hours-had good games.
Some of that being slaughtered is down to willingness to work with others. If you are deliberately awkward and refuse to do what I did...should you be catered to? At the expense of other people?
Hopefully the voip will be valuable for CW-but, NOTHING (except themselves) is stopping people from using 3rd party stuff now. So if peeps will use built in voip for CW-why not 3rd party stuff now?

Not everyone speaks English (which is the reason VOIP is going to be a lot less useful than people think), and not everyone is able to use a mic whenever needed (I've got a two weeks old baby, and tend to play late.)
That said, I PUG cw, and love it. I just would love more people to stop playing solo queue to play it.

Easiest way to get people there is to install also two queues for solo and groups, but that wont solve adressed problem of hard teams having no targets to shoot at.

That doesn't stop you listening and coordinating with the company though does it?
