With the upcoming nerfs to TDR and wolverines, clans will need a long-range buff
(Oh, wait, maybe not)

You over half the Clan mechs are terrible?
Besides the Kit Fox, none of them have crippling nerfs that need to be adjusted, and wave 3 quirks will go to the trash Clan Mechs

Certain laser nerfs like SPL/ERSL heat, however, have very little effect (if any) outside of the Nova.
There's also the pod-mounted JJs thing, which is just a slap on the wrist for Mad Cats and rubs a little bit of salt in the Cute Fox's wounds. It's a trolling gesture, really.
In general, I think we should look at the outlier chassis ("Holy Trinity") and ramp up the Clan XL side torso penalty. Currently it's 15%, push it up to at least 30-50%. Also, some overall weapon adjustments may be needed here and there. Then we can probably start improving the underperformers.

Nova now has 12 extra heat if you wanted a 12 laser loadout; that's just about 2 LLs extra heat.
Cute Fox can no longer run 4 lasers because of the extra heat and lack of TrueDubs.

The Nova and Summoner dont have negative quirks, the entire point of this thread.
There's a difference between asking for your mech to be unnerfed and asking for your mech to be buffed, and besides a couple of random parts here and there, the mechs that have quirk nerfs are mechs that are too good.

i think OP was not only talking about Quirks but about some of the Blanket weapon Nerfs,

The same could be said about IS mechs, even after quirks.
Compare the usable chassis.
TimberGod, Crow, Loki, vulture, Whale
Mediocre
PeaceDove, Cute Fox
Not great-bad
Mr Gargles, Adder, Nova, Fridge, Lynx, Summoner.
IS has for usable
Thunderbolt, Firestarter, Jenner, Raven, Banshee, King Crab, Stalker, Dragon, Wolverine, ShadowHawk, Hunchback.
Feel free to continue the list. They have a long enough list in the other two as well, not sure how the ratios compare.

Well thats stupid because it would buff the Stormcrows, Timberwolfs, and Dire Wolfs that run those weapons, which is absolutely not necessary.
So no, its a stupid idea. They should just quirk the bad mechs like they plan to do in the Wave III Quirks.
Or if they do unnerf the weapons then they have to nerf the SCR, TBR, and DWF to counteract the buff they would be getting, making numerous Clanners assmad.
So pretty much wait until the new Quirks.

Well percentage-wise that's not a big difference since there are so many IS chassis. I still think that Summoners, Novas, and Ferrets, Lynxes, Gargoyles could all use some quirk help.

Depending on play style, Hunchback, Centurion, and BJ. I've noticed goofing around that blackjacks tend to get ignored until you blow a torso off.

It's not really the mechs that are nerfed, overall, it's the equipment. Sadly, if you buff the equipment, overall, the UnHoly Trinity become that much more OP:
Recommended course of action:
1)Unlock endo for the underperformers, since All the current Clan Lights and 2 out of 3 of the Trinity already have itt...and the DW really won't hugely benefit from it. But mechs like the Nova, Mad Dog, Summoner, Hellbringer and Gargoyle certainly would. Essentially, level the balance field within the clans first.
2)flatten the balance curves, with mild mobility nerfs to the Storm Crow and Timber Wolf. People will cry, but they are categorically the UberMechs among mechs. One doesn't need to throw the nerf bat like Paul did to the poor VTR, and their apologists will sputter indignations, but things like shaving 5% off top speed, and 5-10% of twist speeds and the like will hardly neuter them, but mobility is really the only grey area left to work with on them. Because "buffing everything to their level" just causes insane power creep issues.
3) Use quirks to finish bolstering those that are still lagging due to poor hardpoints, hitboxes, etc.
4) THEN see where they stand compared to the IS, and one can adjust weapons accordingly.

The same could be said about IS mechs, even after quirks.
Locust - Much better and can be really good.
Commando - basically the lynx even after quirks.
Spider - borked torso can make it very effective
Firestarter - King of lights
Jenner - still really good if its CT was fixed it would be near the firestarter.
Raven - decent, but it didn't change prequirks or post quirks.
------------
Cicada - was only improved, decent mech and can be played.
Blackjack - still really good.
Vindicator - still bad
Centurion - if you can twist, it can take multiple mechs and carries a big gun.
Hunchback - arguably the new IS go to medium because of how good some of the quirks are 4J is a lance worth of missile boats and the 4G has a near ultra auto 20.
Trebuchet - still bad
Griffen - new best brawling medium
Kintaro - wait this is in the game?
Shadowhawk - good but because it was before quirks, it got jipped in the first quirk pass.
Wolverine - LPL storm, but will change on tuesday
----------
Dragon - 1 variant is extremely deadly, the rest are just okay.
Quickdraw - will never be good.
Catapult - decent mech, but outclassed by a ton others.
Jeager - fantastic mech.
Thunderbolt - king of heavies at the moment, and unless some other mech gets some nasty PPC quirks, it wills till be king even with the nerf.
Cataphract - good mechs.
Orion - meh.
---------------------------------------
Awesome - jipped on quirks needs to be saved by them.
Victor - arguably still the only assault the meta will use.
Battlemaster - good
Stalker - really good
Highlander - needs a lot of help.
Banshee - really good
Atlas - out classed
King Crab - arguably the King of Assaults.
so Clans have 4 out of 13 good mechs.
and the IS has 21 out of 31 mechs.
Yes both have good and bad mechs, but the IS has so many viable and good chassis its not even fair. You see nothing but timberwolves and stormcrows because every other chassis has way to many downsides or are just terrible.
people don't bring clan assaults because they would have to pilot the lights.
people won't pilot the maddog because missiles are bad especially clan missiles because of how they fly
people won't pilot the summoner because the Timberwolf is so good, and the Hellbringer can do its job and better.
Nova melts itself, Ferret is too much of a target.
When we are talking about unnerfing the clans that doesn't have to mean removing some of the changes to equipment, it can also mean buffing the weaker chassis.
