OK above with the thanks of Egomane I posted what is said for the voip controls.
Keys to Voip:
- Voip is already on by default
- It is push to talk
- the talk button is the CAPS LOCK
- to change the push to talk button you find it under keyboard in settings
- you can turn off the system by unchecking Voip Enable
- you have to continually mute people from match to match

Uncheck box. VOIP is off, Good to go.
Course I'll have to wait til the game decides to be unborked...

My suggestion: go into the AUDIO settings and move the slider from -20dB to -10dB (LOUDER), ask your team how you sound, then re-adjust accordingly. You can also go into you PC's settings and manually boost your mic's gain. Mine is nothing special and I had to adjust it w/in the Windows settings first.

here are some issues, and changes to the system.
-- The mute controls on the tab menu are sloppy.
When you click a player to mute them a mute button pops up and it is free flouting on the screen. This is a huge mistake on PGI's end. All they needed to do was make the little speaker icon a toggle switch. Just like the check boxes in the setting menu. Speaker icon to indicate a person is on, a red box with an X to indicated they are muted.
-- Key binding seems to confuse the system.
PGI needs to see if there is an issue with rebinding the key. I have rebound this command several times and it will only work for a few seconds in match.
-- Voip testing in settings.
There is no way for me to test my mic in the settings and hear the effect changing the settings have. Voip really needs the basic controls to test your mic, just like every other game with voip and communication software like TS, and Vent.
--HUD indicators need refinement.
Having the name of the person talking pop up is good functionality. However the very bottom of the screen is a very out of the way location. The name of the person needs to be in a better location. Just above the mini map, or beneath the lance member listing is a perfect place for this.
In addition lance members should have an indicator that lights up when they speak. That way it is very easy to see if it is a member of your lance speaking.
-- A better indicator to show that a players own voip is working.
Right now your own name will pop up when using the system just like every one else. However it does not show up all the time leaving the player to wonder if the system is working.
This leads me to ask two questions on how the system works: 1) Is voip on when I hold down the push to talk? 2) Do I have to hold down the talk command key, and then speak for the system to work?
The hud should have an icon either above the throttle bar, or next to your name on the lance menu, to indicate that the push to talk key is being pressed and turned on. It should also indicate that it is picking up sound.

Its working, but its a tad quiet and no one seems to know what button to push...cause they either don't read patch notes or don't look in the keybinds.

I've noticed that simply holding the PTT button doesn't make the icon appear, but it will appear as soon as I start talking. Could be some sort of threshold of sound before it shows the icon.
