Does House Liao have a centralized teamspeak hub where I can reach various units? Does Liao currently have any kind of centralized leadership? I'd love to get in touch with some Liao leaders regarding the future of our houses.

As far as I know, you will have to contact unit leaders personally. The only centralized thing in CC is a ceasfire with FWL.

The DCMS has some proposals that we would prefer not to discuss in a public forum until they are finalized. Is there a list of unit leaders somewhere or public teamspeak?

I'd start with the Gatekeepers (addresses are up in the recruitment threads and have Blackhand get you in touch with folks from there.
