Without either of those two, Victor just doesn't have much to rely on.
Laser duration 8%, Ballistic cooldown 5%..
Nobody plays the vic, and it isn't because of quirks..

Highlander and CTF-3D are in the same boat, I wonder if the structure buffs to the 3D will make a difference.

Also, the 9B had its +7.5% laser duration quirk corrected to -7.5% in this patch, so I don't think they're being ignored exactly.

I don't know if you (or other people in the thread) are aware but those movement & agility nerfs were reverted with the 1st quirk pass, which must be partly why PGI would still consider Victors to be tier 1. Of course, the jumpjets are still toned down and could maybe use more of a buff for heavier mechs, particularly the Highlander, but jumpjets were obviously out of hand before PGI revisited them.

Yep and the Victors are closer to a tier 3 than a 2 or 1. It's about time that they got some love after the buttreeming they got just because they moved like a Timberwolf!
In it's prime the Vic could hold it's own against a Timber, but with the weapon nerf, and the jj nerf, it doesn't stand a chance..

After the agility penalties were removed, the non-poptart VTR builds were about on par with other IS mechs... or would have been, if no other IS mechs had quirks. But when you're in a mech with slightly above average agility (most of the Victor's nimbleness was due to jumpjets granting too much thrust on one jet, and being able to turn on a dime with it) and no weapon or health buffs facing down another IS assault that has 30% faster fire rate, generates 30% less heat, has shorter laser burn times, and +40 internal structure in the torsi, well, you're SOL.
The Victor still has good hitboxes, so it's definitely salvageable, but it's certainly not competitive anymore.
