This is actually very common practice in the business world, though in practice, they should be charging Canadian dollars to Canadian clients. That being said, the most common currency in the world is the US dollar, it is as close as we can get right now to a universal credit, as every currency is balanced against it, either up or down.
Now if PGI were to change to a floating charge, being country dependant on the location of the customer, that would require having several different accounts (USD/CAD/GBP/AUSD/YEN/EURO...ect), and then they would be charged each time they were to make an exchange from anything other than Canadian, to Canadian dollars, and sometimes that can add up to a lot of money, (my company is lucky, we get charged only a couple of % per dollar changed from USD to Canadian) so in many ways, it makes sense for them to use just the USD to make buying their products easier on both PGI as well as their clients, as it simplifies things a great deal.
What it also does, is it doesn’t force PGI to constantly adjust their prices with currency fluxuation.
Also, it’s just another tax for being Canadian….
