Since MASC will be with Shadow Cat and Executioner, can we expect to see a Public Test in 2 months to check them out like wave 1?

Unlikely.
They didn't do it for Wave 2 or the Resistance Pack.
I do anticipate MASC related releases before then though, like the Cataphract-3L to be around.
Note that the Cataphract is one of the first this year to get its dynamic hardpoint visuals (followed by the Jager).

Given that MASC is new, possibly... But not likely.
Clans needed it because it was an entirely new (and vastly superior... at the time, won't even touch on the current iterations) set of reskins and numbers.
MASC is just a temporary speed boost that may or may not have any other effects. My money's on it simply being an exponential heat gain based on how long it's active, with a 'cooldown' period for the increased heat generation to reduce back to zero.
