Have something like the MRBC but I think we should have a Mercenary Review and Bonding Commission like one in the TTG but give us a choice to actually pick a Mercenary unit besides the the Normal house states and along with that an actual rating system which would ether increase C-bills or stay as is until they grow higher in rank.
