I'm not sure if you had paid attention as to how the Saber pack worked out. It's hard to determine whether it was as successful as the original pack, but it is what it is.
However, the theme of the Saber pack though was that the mechs were OF THE SAME TONNAGE.
Shadowhawk, Griffin, and Wolverine are all 55 tonners.
While I don't think it is necessarily a requirement (outside of being a medium - then again, it was only charged differently as such and I'm sure it could be reworked altogether), there is a consistency of the selling point that got it set up that way.
Still, I think it is more "profitable" for PGI to do a complete Wave 2 than a "Saber Pack" equivalent. Remember the bare-minimum cost to get the Saber Pack was $50 ($20 Locust + $30 Saber Pack). A Saber Pack equivalent of the $20 Panther and a Medium and a Heavy would be worth $60... assuming you didn't like the Enforcer or the Grasshopper.

might be why my post has two identical weight mediums in it? And generally am recommending Same Weight Class mechs?

I just don't remember the Saber pack benefits were that interesting outside of the mechs. Zero added premium time wasn't really enticing (I don't think the Shadowhawk level got any bonus premium time outside of the early preorder bonus). I'm pretty sure the Saber Pack was offered BEFORE the official Phoenix Pack release... and right now we're in the process of finishing out said release in less than 2 weeks.
It's too complicated at this point honestly.

there was only one level of Sabre offered.
And the main point would be to have a pack that wasn't 80-120 bucks to go between the big ones.

Granted, if we had CoF/dispersion and reticle bloom, I'd be ok with the non-movement limitation(if applicable) being waived provided anything more than a slow walk created a large area of error.
