the flamer deals 1.1 heat (per second) to the source (the user with flamer)

the flamer deals 1.0 heat to target under 10% heat capacity
the flamer deals 0.9 heat to target between 10-20% heat capacity
the flamer deals 0.7 heat to target between 20-30% heat capacity
the flamer deals 0.6 heat to target between 30-40% heat capacity
the flamer deals 0.5 heat to target between 40-50% heat capacity
the flamer deals 0.3 heat to target between 50-60% heat capacity
the flamer deals 0.2 heat to target between 60-70% heat capacity
the flamer deals 0.1 heat to target between 70-80% heat capacity
the flamer does not deal any heat to targets above 80% heat capacity


basically, the idea is the flamer to have a constant drain, while being less effective on hot targets (to prevent lock)
