Pilot Skills For Weapon Range/cd + Weapon Module Range/cd?

I have a question, and couldn't find an answer doing searches in both the forums and on google (could have been an issue with the phrasing of question).

The question is when it comes to Pilot skills increasing weapon range and cooldowns, and how they work with/out modules. Now I seem to notice that buying the skills for increasing the range sometimes does increase the range, and sometimes doesn't. So my question is, when you skill up a weapon type (say medium laser range) up to level 5, do you get it as a passive bonus to your weapon range, or do you need to have the module equipped in order to get the increased range to your weapon?

And if not, when equipping both the weapon mod, and having a maxed skill gives you the bonus 20% to the weeapon for having both? Because it doesnt look like it doesnt change its 'full' damage distance, it only seems to change the maximum range for potential damage.

Same for weapon type cooldown. Do you have to have the module equipped to get the bonus CD time, or do you get passive CD, and then get increased CD when you have the module equipped?

(I already know that weapon upgrade modules stack with quirks, so you dont need to answer that)

The "pilot skill" only increases the rank of module you can buy and equip. It doesn't provide any passive bonuses. You need to have the module equipped on a mech to get any bonus from it.

I'm fairly sure the module increases both the maximum range of the weapon AND the optimal damage range. I'm not in front of my computer at the moment but I'm pretty sure the bonus pushes a clan medium laser's optimal range from 405 to almost 600 meters.

I'm also away from my computer, but I am 90+% certain that module pushes the cerml to optimal 450 or 455, a bit off the 600 you mention.

The module range bonus applies to the weapon's optimum range. But since weapon maximum range is 2x optimal range the modules affect both.
So the IS large laser which is normally 450 opt/900 Max goes to 495 opt / 990 Max with the Lvl 5 LL Range module that boosts range 10%.
Also note that it stacks with quirks, but is they are all based off the base weapon value, not the quirked one.
A 10% range quirk IS LL + Lvl 5 Module is 540 Opt/ 1080 Max, not 544/1088.
A 10% Energy, + 10% LL, + Lvl 5 Module is 585/1170, not 594/1188.
