Depends on your faction. Under contract to The FRR, you can't use clan mechs. Under contract to Clan Ghost Bear, I can only use clan mechs.

PGI hasn't implemented a system for absorption of bondsmen, so you can't yet become forced to fight for Clan Ghost Bear.

Well, if you decide you want to come to terms with the Ghost Bear Dominion, feel free to check out Clan Kodiak.
Also, you can break your contract, but there's still a 24-hour delay and a penalty based on the time remaining.

No limitations. 140-240 ton range, except for IS facing clans, then 140-250

Who doesn't? It'd give you a reason to conquer a faction. Imagine if the IS could force a Clan to fight for them with mixed IS/Clan teams (each keeping its tech separate). Imagine if Ghost Bear had FRR fighting alongside them.

If you are in a Clan Faction, you can not use IS mechs.
If you are in a IS Faction, you can not use Clan Mechs.
You must use faction appropriate mechs in CW.
You can use anything in non CW matches.

As is very often the case, Smurfy's site is the best reference for this:

Some quickies using Sarna, which has the background for BattleTech/MechWarrior.
BattleMech In MWO, these have fixed hardpoints but can change everything else.
OmniMech (this is related to the OmniPod things). In MWO, these can change hardpoints, but have a lot of fixed equipment that can't be changed.
Inner Sphere.
IS Mechs (complete list; includes almost every mech, which is hundreds more than currently available in MWO)
Clans
Clan mechs are listed specifically by each Clan faction -- that's time consuming. So this one draws from the BT Wikia rather than Sarna. Clan Mechs.
To note: The current date and time in-universe for MWO can be found here on an always-running clock.
