You should be able to build mechs that you can't afford yet, and save the design for when you can. You should also be able to go into the training grounds with a build before saving and paying for it.
If Russ wants a financial incentive, they could always let you fiddle with builds for a mech you don't own yet and add an option that asks if you want to use MC to pay for the chassis and equipment all in one go if you like what you built and don't have the patience to save C-bills.

Also, put in a way to view quirks from within the loadout screen.
Maybe there is a way already. I end up alt-tabbing or exiting to the selection screen for the pop-up info.
